CEBU CITY — The Commission on Elections in Central Visayas is looking into reports that 40 percent of teachers in the northern towns of Cebu had filed for leaves of absence stating that they were ill and could not serve in the May elections.

Comelec regional director Rene Buac told reporters that he would investigate both the teachers and the doctors who signed their medical certificates amid reports that the teachers could just be feigning illness to avoid election duties. (More on Inquirer)

ILOILO CITY — The Court of Appeals has barred the Ombudsman from implementing a dismissal order against Iloilo Gov. Niel Tupas Sr. and two provincial board members.

In a strongly worded 38-page order promulgated by the CA’s 18th Division in Cebu City on March 15 and released on Friday, the appellate court issued a permanent injunction barring the implementation of the orders of the Ombudsman and the Department of the Interior and Local Government against Tupas and Board Members Domingo Oso Jr. and Cecilia Capadosa.

ZAMBOANGA CITY — The six provinces of the Autonomous Region in Muslim Mindanao have been placed under the Philippine National Police and Commission on Elections watch list after they were labeled “hotly contested areas.”

Chief Supt. Joel Rudio Goltiao, police chief for the ARMM, told the Philippine Daily Inquirer on Friday that aside from the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, Tawi-Tawi and Sharif Kabunsuan, 29 villages were labeled “immediate areas of concern,” while 737 others as “areas of concern.” (More on Inquirer)

MANILA, Philippines — Detained Moro rebel leader Nur Misuari will fly to Mindanao Tuesday to file his certificate of candidacy for Sulu governor after a Makati court granted his request to travel, his lawyer said Sunday.

Judge Winlove Dumayas of Makati Regional Trial Court Branch 59 allowed Misuari to personally submit his certificate of candidacy to the Commission on Elections office in Jolo, lawyer Ombra Jainal said. (More on Inquirer)

MANILA, Philippines — Philippine National Police Director General Oscar Calderon said Sunday night he was giving Bayan Muna Rep. Satur Ocampo time to seek a court order deferring his imminent transfer to a Leyte jail.

Calderon’s statement came after airport and police sources told the Philippine Daily Inquirer they had received information that Ocampo was to be flown to Tacloban City this morning so he could appear before a court in Hilongos, Leyte, where he is facing multiple murder charges.

ILOILO CITY, Philippines — Reelectionist Sen. Joker Arroyo is urging the public to go slow in condemning the entire military for the unusually high number of unresolved killings of militants under President Gloria Macapagal-Arroyo’s administration.

In a press conference of the TEAM Unity candidates at the Sarabia Hotel here Sunday, Arroyo said the soldiers had, on the whole, remained “loyal” to the state and “faithful” to their duty of laying down their lives for their country. (More on Inquirer)
